I started with white card stock. I used dark brown for an accent. Next I stamped blue dots on the right. I added the sentiment at the bottom. I stamped this adorable little monkey on tan paper and cut him out. I have a balloon punch which I used for the blue balloon. I just added some silver string/ribbon stuff for the cord and taped it at top and glued it under the monkey's hand. I used dimensionals for the balloon and put everything into place.
